of the Port Trust, the Port Trust shall call for tenders by

public advertisement for the execution of such works, except

in cases

(a) of pressing emergency in which delay would be injurious to

the public interests; or

(b) in which from the nature of the work it can be more

expeditiously or economically excuted by the officers

and servants of the Port Trust or of a Covernment

department; or

where the estimated cost of the work is less than 5,000.

(2) Contracts for the supply of material or labour or other- wise for the execution of the works shall be executed on be-

half of the Port Trust in the following manner

(a) if the total amount of money to be expended under the

contract exceeds 5,000 dollars, the contract shall be

executed by the affixing of the common scal of the Port

Trust.

(b) If the total amount of money to be expended under the

contract is not more than 5,000, dollars the contract may be executed by the Chairman affixing his signature there-

to in the presence of a witness.

estimates thereof are first approveā

Officers and employees 41. of Port Trust.

(a) if the amount to be expended exceeds 5,000 dollars, by the

Port Trust.

(b) if the amount to be expended on the complete worksexceeûs

200,000 dollars, by the Governor in Council.

(1) The Port Trust may employ such professional, technical, and other officers, clerks, and employees as it may deem necessary for the proper condust of its business and fix their

remuneration.

(2) Any employee of the Port Trust, who at the time of his

appointment under or pursuant to the provisions of this

Ordinance, holds a position in the Public Service shall at
